The development of new applications and services for broadband systems is characterized by a highdegree of uncertainty related to the investments in broadband infrastructures, gateways, serviceplatforms and content. These elements of the broadband system are tightly interconnected. Thequestion is which organizational forms are most appropriate for the development of new services inbroadband: internal within one firm, or in different forms of collaboration between different firms. In thispaper we hypothesize a relationship between market maturity of the service and the level of integrationof new service development projects. We test the model on a small sample of exploratory case studiesin different phases of the life cycle of broadband services.
